Inclusione e Uguaglianza

19 ottobre 2013 – Sumidero Canyon

Quella che sto per raccontarvi è una delle più belle esperienze che abbia mai vissuto e che certamente rimarrà scolpita nella mia memoria.

In Chiapas ho trovato un ambiente stimolante e accogliente fatto di persone meravigliose che, standomi vicino fino all’ultimo giorno, hanno saputo offrirmi un supporto pratico ed emotivo assolutamente fondamentale per la riuscita di questa fase del mio progetto.

Sono persone di grande sensibilità che hanno condiviso la mia battaglia al punto di farla propria, tanto da organizzarmi ogni giornata a Tuxtla Guiterrez riempiendola di conferenze, incontri con i media, con le scuole e con tante associazioni e istituzioni sia pubbliche che private, appuntamenti che iniziavano alle 7.30 del mattino per proseguire fino a sera.

16 ottobre 2013 – Visita al CRIT, (Centro Integral de Rehabilitacion Teleton)

Per questo voglio ringraziare infinitamente il Governo del Chiapas, ( Subsecreteria de Enlace para la Cooperaciòn Internacional ), che quotidianamente ha provveduto al mio soggiorno e alla mia mobilità; la Secretaria de Turismo del Estado de Chiapas; l’affettuosissima e straordinaria famiglia Anzueto che presiede una delle società di nuoto più importanti del Messico i cui atleti spesso partecipano a mondiali e olimpiadi; l’UNACH, l’ Università Autonoma del Chiapas che ha organizzato una conferenza talmente partecipata da richiamare in Aula Magna oltre 700 persone tra studenti e docenti; il DIF, (Desarrollo Integral de la Familia ) e il CRIT, (Centro de Rehabilitacion Integral Teleton ), che si occupano, con grandi difficoltà ma enorme e competente impegno, di riabilitazione e fornitura di ausili e dispositivi protesici alle persone con disabilità e che mi hanno dato l’opportunità, in due momenti molto toccanti, di conoscere e di ascoltare il mondo della disabilità messicana.

15 ottobre 2013 – Visita al DIF, (Desarollo Integral de la Familia)

Uguaglianza e inclusione sono state le parole chiave di questa penultima tappa che, nelle mie intenzioni, totalmente condivise dalle realtà che ho incontrato in Chiapas, vorrebbero coinvolgere il maggior numero di persone possibili per realizzare un mondo che sia davvero a misura di tutti. Per fare questo è fondamentale riuscire ad affermare quei valori che rafforzano la partecipazione delle persone con disabilità alla società e all’economia di ogni paese, per rendere possibile il pieno esercizio dei loro diritti. Perché questi valori si realizzino, sarebbe necessario individuare aree d’azione congiunte tra le varie istituzioni nazionali e internazionali:

19 ottobre 2013 – Canyon del Sumidero

Accessibilità: le persone con disabilità devono poter avere accesso ai beni, ai servizi e ai dispositivi di assistenza. Inoltre, deve essere assicurato loro, su una base di uguaglianza con gli altri, l’accesso ai trasporti, alle strutture, alle tecnologie della protesica, dell’informazione e della comunicazione;

Partecipazione: le persone con disabilità devono poter esercitare pienamente i loro diritti fondamentali legati alla Cittadinanza. Questa strategia deve contribuire a: eliminare gli ostacoli alla mobilità, garantire, quando necessario e grazie al finanziamento dei fondi strutturali la qualità dell’assistenza ospedaliera e dell’accoglienza in residenze specializzate, garantire l’accessibilità a organizzazioni, strutture e servizi, inclusi quelli sportivi e culturali.

Occupazione: le politiche sociali e di pari opportunità devono permettere un aumento del numero dei lavoratori disabili sul mercato del lavoro aperto, in particolare attraverso l’elaborazione di politiche attive dell’occupazione e il miglioramento dell’accessibilità ai luoghi di lavoro. È necessario inoltre agire in collaborazione con le parti sociali per favorire la mobilità, incoraggiare il lavoro autonomo e migliorare la qualità del lavoro.

Istruzione e formazione: gli alunni e gli studenti con disabilità devono disporre di un sistema d’istruzione accessibile e programmi d’istruzione permanente. Di conseguenza, la strategia sostiene l’accessibilità dei sistemi educativi generali, le misure di accompagnamento individuale e la formazione delle figure professionali del sistema educativo.

Salute: le persone con disabilità devono disporre di un accesso equo ai servizi e alle strutture sanitarie. Per garantire questo principio di uguaglianza, i servizi devono avere un prezzo accessibile ed essere adeguati alle necessità specifiche delle persone.

14 ottobre 2014 – Conferenza alla UNACH, (Università Autonoma del Chiapas)

A giugno del prossimo anno si concluderà questo mio più che personale giro del mondo a nuoto, in una località che rappresenta l’ombelico dei Diritti Umani in quanto sede delle Nazioni Unite: New York.

19 ottobre 2013 – Canyon del Sumidero

Questa grande istituzione ha deciso di offrirmi un’importante opportunità organizzando, in occasione della Maratona a nuoto di Manhattan alla quale prenderò parte, una tavola rotonda durante la quale potrò trasmettere al mondo l’urgenza di liberare le tecnologie dai cassetti dei principali centri di ricerca per renderli accessibili alle persone con disabilità. Farò appello a tutte le mie forze e al sostegno dei tanti che mi hanno accompagnato in questa battaglia perché in quell’occasione siano presenti proprio quelle realtà come le Università, le società hi-tech, la politica che, in sinergia, sono in grado di realizzare, in concreto, un percorso che miri all’autonomia e all’indipendenza dei disabili, ancora oggi un miraggio per oltre 800 milioni di persone.

Arrivederci a New York, avrò bisogno del vostro sostegno

Con la stessa forza chiedo il sostegno e la presenza a New York di tutte quelle persone che negli ultimi 8 anni, attraverso il giro d’ Italia prima, il giro d’ Europa dopo e il giro del mondo, hanno voluto condividere e sostenere il mio messaggio: per un mondo senza barriere e senza frontiere!

October 19th – Sumidero Canyon

What I’m about to tell you is one of the most beautiful experiences I’ve ever had that strongly remain engraved in my memory.

In Chiapas I found a welcoming and stimulating environment. I met of wonderful people who remained close to me from the first until the last day of my stay. They offered me their practical and emotional support, which was absolutely essential for the success of this phase of my project.

They are people of great sensitivity, who shared my struggle if it was their own. They arranged every day in Tuxtla Guiterrez organizing conferences, meetings with the media, with the schools and with many associations and institutions in such a way that, both public and private appointments started at 7:30 am and continue until the evening.

October 16th , 2013 - Visit to CRIT, (Centro Integral de Rehabilitacion Teleton )

I wish to thank very much the Government of Chiapas ( Subsecreteria de Enlace Internacional para la cooperacion and Secretaria de Turismo del Estado de Chiapas ), who arranged for my daily living and my mobility, the affectionate and extraordinary family Anzueto who chairs one of the most important swimming associations in Mexico, whose athletes often participate in World and Olympic Games; the UNACH, ( Universidad Autonoma de Chiapas ), organized a conference in the Aula Magna which was attended by more than 700 people, including students and professors, the DIF (Desarrollo Integral de la Familia) and CRIT (Centro Integral de Rehabilitacion Teleton ), that takes care, among great difficulties but with huge and competent commitment, of rehabilitation and provision of aids and prosthetic devices for people with disabilities. They gave me the opportunity, in two very touching moments, to know and to listen to the world of Mexican disability.

October 15th, 2013 – Visit to DIF, (Desarrollo Integral de la Familia)

Equality and inclusion were the key words of this penultimate stage that, in my intentions, were fully shared with the people that I met in Chiapas, In my attempt involve as many people as possible in achieving a world that is truly made and fit for everyone.

In order to achieve this it is important to be able to ensure the values that make effective the participation of people with disabilities in the society and in the economic life of each country, in order to allow the full exercise of their rights.

In order to get these values realized, it would be necessary to identify areas of joint action among the various national and international institutions:

Accessibility: People with disabilities need to have access to goods, services and assistive devices. In addition, it must be ensured to them on an equal basis with others, access to transport, structures, technologies of prosthetics, information and communication;

Participation: People with disabilities must be able to fully exercise their fundamental rights linked to citizenship. This strategy must contribute to: remove barriers to mobility, ensure, where necessary and with recourse to the Structural Funds, the quality of hospital care and hospitality residences in specialized organizations as well as to ensure accessibility, facilities and services, including those sporting and cultural activities.

Occupation: social and equal opportunities policies must allow an increase in the number of workers with disabilities on the open labor market, in particular through the development of active employment policies and the improvement of accessibility to workplaces. You also need to act in cooperation with the social partners to facilitate mobility, encourage self-employment and improve the quality of the work.

Education and training: pupils and students with disabilities must have an education system accessible and continuing education programs. As a result, the strategy supports the accessibility to general education systems, to the measures of individual guidance and the training of professionals in the education system.

Health: People with disabilities should have equal access to services and health care facilities. To ensure that the principle of equality, the services must be affordable and tailored to the specific needs of people.

October 14th, 2013 - Meeting at the UNACH, (Autonomous University of Chiapas)

In June of the next year I will conclude this around the world swimming tour, which has become much more than a personal experience. I will swim in a place that represents the navel of Human Rights, that is in the United Nations Headquarters in New York City.

October 19th, 2013 – Sumidero Canyon

This great institution has decided to offer an important opportunity by organizing, at the Manhattan marathon swim, to which I will take part, a panel discussion that will allow me to convey all over the world the urgent need to free the technologies left into the drawers of the leading research centers and to make them accessible to persons with disabilities.

I will appeal to all my strengths and the support of so many peoples (friends?) who have accompanied me in this battle, because I wish that at such event are present those realities such as universities, high-tech companies and polics that, together, are able to effectively outline and purse a path heading to autonomy and independence of people with disabilities, which today is still a mirage for over 800 million people.

In the same way I strongly I ask for the support and presence in New York of all those people who in the past 8 years, through the tour of Italy, the tour of Europe and the around the world swimming tour, wanted to share and support my message: for a world without barriers and borders!
